解説　本作は1892年に宇都宮およびその周辺で行われた第一回陸軍特別大演習に取材した作品である。陸軍特別大演習とは2個以上の師団を対抗させて行う軍事演習で、陸軍の各種演習の内でも最大のものであった。本作には「1893年10月23日」の年記が入っているが、これは1892年の誤記であろうとの指摘がある。また、この軍事演習に関しては《スケッチ帖》（00XBC0187）にも多数のスケッチを残している。
　『ル・モンド・イリュストレ』紙や『ザ・グラフィック』紙と契約するジャーナリストでもあったビゴーにとって、東アジアの軍事動向はいわば得意分野であった。しかしながら、スケッチ帖には軍事演習の見物人や兵士たちの休息、救護所の様子など、実際の訓練以上にその周辺での出来事を多く描いていることが見て取れる。《宇都宮近郊での大軍事演習 ―審判員たち》（00XBC0078）もまたこの演習を主題とするものだが、この作品でも中心的なモティーフは見物人たちであった。天皇が統監するこの軍事演習の初回が宇都宮で行われたことは地元の人々にとっておそらく「名誉」なことであったろうし、政府にとってみれば臣民を「教化」する特別な機会でもあっただろう。しかしながら、ここに描かれた見物人たちはそれを見世物のように楽しんでいる様子で、商売を始める者すらおり、ビゴーも彼らを「審判員たち」と茶化している。

This work depicts the First Army Grand Exercises conducted in Utsunomiya and the surrounding area in 1892. These army special exercises consisted of pitting two groups of soldiers against each other, and is the largest scale exercises among the army's various exercises. This work is inscribed with the date October 23, 1893, but previous scholars have indicated that was a mistake and should have read 1892. Numerous other sketches of these military exercises exist in his ≪Sketchbook≫ (00XBC0187).
Bigot was also a journalist contracted by Le Monde Illustré and The Graphic newspapers. East Asian military movements was one of his special subjects. However, we can see that the sketchbook contains numerous works depicting the surrounding activities, such as the military exercise spectators, soldiers at ease, and the hospital settings, more so than the military exercises themselves. Large Troop Manoeuvres near Utsunomiya ― The Referees (00XBC0078) is also on the subject of these exercises, but the central motif of thework is the spectators. It was quite an honor for the local people that the first holding of these emperor-led military exercises was held in Utsunomiya, and for the government it was a special opportunity for educating the masses. However, here the spectators are shown as enjoying a spectacle-like event and Bigot joked in calling these spectators the "referees".
